Seeing the arch from outside and visiting its terrace are separate choices. If you also plan to ascend the Eiffel Tower, decide whether you want both panoramas in your budget and schedule. Use the pedestrian underpass to reach the monument rather than crossing the roundabout. Afterwards, walk only the stretch of the Champs-Élysées that interests you.
